Unlocking the Power of Proactive and Preventative Care Services

A​ practical blueprint for planning, implementing and scaling up

A new national Commission – led by the Association of Directors of Adult Social Services (ADASS) and the TEC Services Association (TSA) – is calling for greater support for councils to invest in proactive and preventative digital care services.

After engaging more than 50 social care leaders from local authorities across the UK, the Commission found that a lack of evidence, guidance and best practice is holding councils back from scaling innovative, preventative approaches using technology enabled care (TEC).

Investment Challenges at Local Level

Many local authorities reported being able to secure funding for short-term pilots but struggling to scale sustainable services. The main barriers? Difficulty proving return on investment, unclear financial models, and limited case studies demonstrating success.

A Practical Blueprint for Action

To address these challenges, ADASS and TSA have co-produced a free, practical Blueprint to help councils plan, implement and scale digital preventative services, titled. 'Unlocking the Power of Proactive and Preventative Care Services' - A practical blueprint for planning, implementing and scaling up.

Developed over eight months, this resource draws on real-world examples from UK councils and was shaped by over 100 voices from across the social care landscape — including:

  • People with lived experience

  • Social workers and occupational therapists

  • TEC commissioners and suppliers

  • Directors of adult social services

The Blueprint includes:

  • A step-by-step guide to scaling preventative TEC services

  • A service overview to support planning and delivery

  • Financial models to help build a compelling investment case
